EC-leasing Co was founded in Moscow in 1994 on the base of core people from the mainframe OS development department of NICEVT.

NICEVT was the former Russian Poughkeepsie. It was founded in 1968 as a part of the government program to create IBM 360/370/390 compatible mainframe computers and was the Head Institute for 300,000 employees in former COMICON countries. In 1981 for the development of computer aids NICEVT was awarded with an order of the Labor Red Banner by decree of Presidium of the Supreme Body of the USSR.
